Hackerspaces are pre-existing communities with enough technical expertise to actually pull it off.
Universities have intellectual capital (passionate students) to actually invest time and energy.
We would like to offer $20k grant for the materials - once the build is completed.
We estimate that $5k before the start of the project is good enough.
We will require social proof to avoid dudes cloning the website of a university just to obtain the grant.
